XX Session of the Association of Power Supply to Russian Cities “PROGRESSELECTRO”

June 02-04, 2014, Nizhny Novgorod will host XX anniversary session of the Association of Power Supply to Russian Cities “PROGRESSELECTRO”.

Chief executive officers and engineers of urban electric distribution networks of Russia will meet to discuss technical issues of the energy system development, to exchange experience in operating various kinds of electric equipment and cable lines.

An exhibition of innovative solutions in the field of building urban distribution networks will be arranged for the visitors and participants of the event.

In 2013 the session was held in the form of the All-Russian Technical Council (February 6-8, Khanty-Mansiysk). The agenda included getting to know deliverables of scientific and technological research based on work practices of power grid companies, exchange of experience and opinions among participants on all topical issues of development and operation of urban distribution networks. In order to attract a larger audience of the event and involve in the discussions as many industry specialists as possible, for the duration of two days Web-sites of JSC “Russian Grids” (IDGC Holding) and RusCable.Ru broadcast the session live.

Based on the results of the decisions taken on the XIX session, topical factors were outlined that hampered the development of the distribution sector in the country и provision of services to customers. The expert panel “Electrical Networks” as part of the Advisory Council of the Committee for Energy, State Duma of the Russian Federation, was formed and started to work. Based on the decisions taken during the session, proposals on introduction of amendments into Federal Law №35-ФЗ (“On Electric Power Industry”) were developed and submitted to the Committee for Energy of the State Duma for consideration, and changes, together with proposals, to Regulations of the Government of RF №691 of 12.08.2013; №737 of 26.08.2013 and №915 of 12.10.2013 were prepared and effected. A number of issues raised at the XIX session were discussed at the joint enlarged session of committees of the State Duma and the Federation Council, as well as representatives of regional governments in charge of the electric power industry.

Main Topics of XX Session of “PROGRESSELECTRO” Association:

Day One

Working with electric power consumers (problems of interaction between urban networks with consumers, modern customer support centres, customer information);

Issues of efficiency and energy-saving in urban electric networks (building an integrated system of telemechanics, metering and control of power consumption in electric networks 0.4 kV, reduction of commercial losses related to unlicensed use (theft) of electric power, reduction of expenses on operation, repairs and reconstruction of electric networks);

Design and construction of distribution networks. Operation features and issues related to choice of electric equipment;

Networks 20 kV. Construction and operation practices.

General situation and problems of territorial network organizations (TNOs) not included into the structure of JSC “Russian Grids”. Options of maintaining a single centre of formation of the regulatory and legal framework for TNOs of various types of ownership.

Day Two

Replacement of impregnated paper insulated cables with XLPE-insulated cables. Practices of foreign grid organizations. Implementation of single- and triple-core XLPE-insulated cables;

Operation of XLPE insulated cable lines. Installation of cable lines through various ways, including that in polyethylene tubes and by horizontal directional drilling method;

Typical errors in shield grounding (Wrong choices of ground circuits, equipment, causes of accidents with examples);

A cable line as a single system. Design and construction;

Environmental compatibility and fire safety of cable conduits and cable vaults in urban conditions.

At the end of Day Two of the session there will be a gala night with a show program.

Summarizing on the results of “PROGRESSELECTRO” Association’s session, plans for the future.
