This issue is dedicated to the World Electrotechnical Congress – WELC-2011 that is held in Moscow on October, 4-5th, 2011 after a 35-year break. The magazine «ELECTRIC POWER. Transmission and Distribution» is among the main organizers of this major event – the world power society forum.
The interview of André Merlin, the President of CIGRE, who is participating in WELC-2011 opens the issue. He believes that the issues considered during the congress are timely, and they are in line with what CIGRE recently defined in its road map to deal with the network of the future. André Merlin has mentioned that energy and especially electricity is becoming more and more important for our world. It is the main engine of the development and welfare of mankind. This is the reason why it is important to cooperate worldwide between experts and exchanges by means of conferences like WELC-2011.
The rubric «Technical policy» contains the article «Moving towards progress». The topic was suggested by Andrey Cherezov, Deputy Chairman of the Board – Chief Engineer of JSC “FGC UES”, the member of our Editorial Board. The article is dedicated to the Technical policy approved by the Federal Grid Company Board. This document covers all key trends of the company’s activities – from design of networks, substations and transmission lines to innovative development. The Regulation specifies the set of requirements that should be followed in decision-making to provide reliability, security and efficiency of Unified Energy System operation.
The rubric «Power alternative» contains a lot of materials dedicated to small generators. It starts with the interview of Georgy Leontiev, the Chairman of the Sub-Committee for Small-Scale Power Generation of the State Duma Committee for Energy. It tells about problems, perspectives and legislation in the field of small generators development. Olga Novoselova, Ecology and Energy Efficiency Manager, ZAO «Energy Forecasting Agency» (EFA) describes the abilities of the Technology platform “Small-Scale Distributed Power Production” that is one of the ways to provide the small generators development in Russia in the article “Small Generators — The Way to Intelligent Power Systems”. She believes that the activities of the Technology Platform will, undoubtedly, predetermine transition from the “inertial” course of development of power generation to smart energy systems.
The problems of small-scale generation in the Siberia region are discussed in the article of Valery Shatalov, Executive Director of Siberian Energy Association, Director of Siberian Branch of ZAO “Energy Forecasting Agency”.
Basic requirements of distribution grid companies to small generators and their impact on grids is the topic of the discussion with Evgeny Ushakov, Director General of JSC “IDGC of Centre and the Volga Region”– « Small Generators and Grid Companies – Partners or Competitors?
This rubric also provides information about new hybrid mains-operated energy storage units developed by the Group of Companies “Oldham” and about the Russian largest peat deposits in the world. Is peat a future-proof fuel and what will be the impact of its digging? The answer is in the article «Panegyric to moisture».
The rubric «Events» is full of description of events arranged in the power society, including the grid complex. The subject of a special interest is the meeting of engineering managers of affiliated and associated companies of JSC “IDGC Holding” that took place in Kazan in the period of August 23—26, 2011 at the enterprise of JSC “Grid Company” of the Republic of Tatarstan. The only mass media participated in this event was our magazine represented by Ekaterina Guseva, the Editor-in-Chief. The common technical policy of the distribution grid complex was considered at this meeting. The magazine «ELECTRIC POWER. Transmission and Distribution» was proposed to create a special rubric “Assets and risk management», to involve JSC “IDGC Holding” and its affiliates as well as other grid companies into discussion.
Among other events described in the rubric – XXIV International conference of CIS young power engineers organized by the Executive Committee of the CIS Electric Power Council and “Hydroproject” Association; the round table of Moscow United Electric Grid Company (MOESK) and the public movement “Delovaya Rossia” dedicated to problems of delivery point connection to grids and II International special exhibition and conference– IPNES-2011.
The rubric «Innovations» contains opinions of JSC “IDGC of Urals” and JSC “EESK” specialists about problems of motivating the grid companies’ innovative activities.
In the new rubric «Assets and risk management» Yuri Vasiliev, Deputy Technical Director for Operations, JSC “Grid Company” considers the hidden obstacles in grid facilities operation and precision of practical application borderlines.
The rubric «Management» describes optimization of the company’s organizational structure as a reserve and a source of its operation efficiency improvement. Natalia ERPSHER, the Head of Organizational Development Management, “IDGC Holding” JSC tells about her experience.
The rubric «Equipment» presents innovations of the companies – ZAO “ENERGOMASH (Ekaterinburg) – URALELEKTROTYAZHMASH”, ENELT.KOM, Ltd, SICAME, Ltd, Electroengineering, Diagnostics and Service Scientific and Technical Center (EDS STC), Ltd, OOO NPK “Simross”, ABB LLC, ZAO “YUMEK”, “Schneider Electric” company
The rubric «Transmission line towers» contains two articles: «Tower performance electronic certificate» written by OOO “Elektrotekhnicheskiye sistemi” specialists and «Towers differ » by Alexander Ignatov, chief engineer of PO “Zapadniye elektricheskiye seti”,“Sverdlovenergo”, JSC “IDGC of the Urals” affiliate.
The rubric «Substations» includes the story of Evgeny Mitkin, Deputy Director General for Technical Issues, Chief Engineer, JSC “IDGC of Siberia”, who tells about the investment program of HSC “IDGC of Siberia” that involves reconstruction of existing and construction of new power supply centers and new transmission lines. The article «New constellation on the energy map» tells about completion of the construction of the first stage of 220/110/10 kV Substation “Sozvezdiye” in the Kaluga region.
The rubric «SRO in power industry» informs about the agreement signed by SRO NP “ENERGOSTROY”, SRO NP “Objyedineniye Energostroiteley” and SRO NP “EnergoStroyAlians” on cooperation and interaction.
Perspectives of world electric power development until year 2035 (the end) are described in the rubric «Analysis and forecast».
The most interesting reports of the International conference and exhibition on electric power distribution – CIRED will be published in the rubric «Smart Grid». The first is «Third generation monitoring systems for distribution grids – the base for smart grids of the future».
The rubric «Retrospect» tells about the 90-year anniversary of FGUP “Lenin All-Russian Electrotechnical Institute”.
